Region 7 and Zones of Prosperity

  • Legislation is requiring the restructuring of the eight regions defined by NCDPI.
  • New regions match Zones of Prosperity; intent to coordinate planning and use of resources
  • The law takes effect in April 2015, but regional consultants will completely transition to new regions at the end of the school year. This affects all DPI divisions.
  • Region 7 gains: McDowell, Yancey, and Mitchell
  • Region 7 loses: Mt. Airy, Surry, Elkin City, Yadkin, Davie (to Region 5)
  • Region 7 loses: Iredell, Mooresville Graded, and Rowan (to Region 6)

  • Follow-up info regarding FERPA and Google Apps for Ed:
    The Google Apps for Education license agreement (, section 7.4 states:
    7.4 FERPA. The parties acknowledge that (a) Customer Data may include personally identifiable information from education records that are subject to FERPA ("FERPA Records"); and (b) to the extent that Customer Data includes FERPA Records, Google will be considered a "School Official" (as that term is used in FERPA and its implementing regulations) and will comply with FERPA.
    By this, you can store student PII in Google Apps for Education services. Therefore, provided your teachers are not distributing PII outside of GAFE, or in a manner inconsistent with FERPA guidelines, you are allowed to store student PII in Google Apps.

    Is MCNC and the Zscaler infrastructure ready for the potential demands for higher capacity that may be forthcoming as a result of "Category 2?"

    Answer from Dave Furiness:

    Is "Yes" a sufficient answer.....

    Category 2 relates to the funding the FCC plans to make available for wireless infrastructure in schools to make more bandwidth available to students. The FI is developing a wireless infrastructure plan as part of the broader NC Digital Learning Plan.

    Capacity planning is a critical and strategic component of all MCNC service offerings.

    MCNC bandwidth capacity - As a result of the BTOP funding MCNC received over the past five years, all MCNC network aggregation points/points-of-presence (POPs) are on MCNC-owned fiber. This greatly facilitates our ability to add NCREN capacity as demand grows. We are extremely well positioned in this area.

    Zscaler bandwidth capacity - MCNC renegotiated their contract with Zscaler in August, 2014 to give MCNC more control over the Zscaler infrastructure (Zscaler enforcement nodes or "ZENs") deployed in NCREN. MCNC can now add Zscaler capacity to NCREN independent of Zscaler usage or number of users, which allows us to maintain sufficient margin between usage and capacity. Currently we have approximately 45 Gbps of capacity, with about 50% utilization.
